This column from the Berkeley Barb records some of the frustrations felt during the drafting of the Master Plan called for in the NPO. Appointees to the Master Plan Committee clashed with the mayor’s staff and career city planners. Preservationists saw the Master Plan as merely maintaining the status quo, and worried about renewed demolition once the NPO expired.
