This article details the conclusions of an independent audit of the Berkeley Unified School District’s budget spending for the previous few years, finding that Bill Thomas improperly authorized consulting services without clearing them with the school board or, in some cases, the programs they would be consulting.
Additionally, Thomas moved money around to pay employee salaries from other programs after their own program’s funds were exhausted. The firm that conducted the audit, Price Waterhouse and Co., strongly recommended that an internal auditor be hired to ensure timely and accurate reports on the condition of funds and business office administration of those funds.
