In this newsletter, the Berkeley School Board aimed to inform the larger public about the who, what, where, and when of the desegregation efforts for the 1968-1969 school year.
The plan stipulated that enrollment for traditionally white schools in the hills and enrollment for traditionally minority schools in the flats would be combined through a two-way busing scheme that, unlike almost all other desegregation strategies in other cities, brought white students into neighborhoods that, demographically, were not predominantly white areas.
The document also laid out a financial accounting for the desegregation program, which it estimated at 2.67% of the total school budget — and for which it hoped it might get some assistance from the federal or state government.
