This small house in the Ocean View neighborhood illustrates the contradictions of the Neighborhood Preservation Ordinance’s legacy.  The Ordinance saved this century-old wood shingle cottage from demolition — but it also limited the supply of housing, contributing to this 650-square-foot house’s 2017 price tag of $800,000.
