This means that the state of California provides part of the funding for disabled students, but the amount is not consistent, and the report laments this fact. The state also requires the university to ask for a certain amount of funding before students have been enrolled for the year. It is difficult for the university to predict how much money it will need from the state before students have been enrolled in the DSP for the academic year. The university states that a consistent amount of money should be allocated to the university by the state, this would allow the university to better plan for different services that will be provided for disabled students. It would also allow the coordinator of the DSP to seek other sources of funding as well.
