The California Department of Education issued a $26,000 fine against the Berkeley Unified School District for having ten too many administrators, more than double the previous years fine ($12,000) for the same offense. The state formula dictated there be “eight administrators per 100 teachers,” while Berkeley had 81 administrators and 858 teachers. Superintendent Laval Wilson “argu[ed] that the district is forced to designate new administrators when it accepts federal or state grants for special programs,” such special programs including experimental schools and the like.
