The majority of Berkeley’s School Board, in 1968, supported the goal of hiring black teachers in proportion to the black student population. Three out of five board members voted in favor of the proposal.

One important detail: the Hillside PTA (based in the North Berkeley hills) continued to oppose the desegregation plan. According to a representative of the Hillside PTA, a poll revealed a strong majority — 92 to 31 — seeking a return of the old neighborhood schools. The desegregation plan, the Hillside PTA charged, “disrupted educational functions.”
