This document is the first report created by the Architectural and Transportation Barriers Compliance Board (ATBCB) in November 1974. Significantly, the newly created board cited the strides made in Berkeley towards increasing mobility options for people with disabilities, especially the Center for Independent Living’s work with BART. The board recognized an opportunity to learn from Berkeley’s disabled community in hopes of assessing the efficacy of federal compliance standards.

In June of 1974, the board held its first public hearing in San Francisco and invited key players of the independent living movement. The board investigated the setbacks and accomplishments of the CIL’s involvement in making BART more accessible, a project led by Hale Zukas and others.
